This document is a public offer (the “Offer”) by the operator of the risio.me service (the “Provider”) to any natural or legal person (the “User”) to enter into a paid-services agreement on the terms set out below.
In accordance with article 398 of the Civil Code of the Kyrgyz Republic, this Offer is a public contract.

Subject of the agreement
The Provider grants the User access to risio.me — a web service for finding public posts from public online sources by the keywords the User defines — on a paid basis, offered as a recurring subscription, under the terms published on the pricing page.

Price and payment
The current cost of the paid risio plans is published on the pricing page. Prices and payment are in US Dollars (USD). Settlement to the Provider is made in Kyrgyzstani Som (KGS).
Payment is made by bank card (Visa, Mastercard, Elcart) through FreedomPay (FreedomPay Kg), a payment provider regulated in the Kyrgyz Republic. Funds are debited by the payment provider acting on behalf of the Provider. The payment process is described on the Payment Information page.
The subscription is recurring: payment is charged automatically for each subsequent period until the User cancels. Cancellation is described in the Refund Policy.
The Provider does not store the User’s full card data. All payment data is transmitted to and processed by the payment provider over an encrypted channel in accordance with PCI DSS. After a successful payment, the Provider sends an electronic receipt to the email associated with the account.
Acceptance of the Offer
Acceptance of the Offer is the User clicking the payment button for the chosen plan and the subsequent successful confirmation of payment by the payment provider. From the moment of successful payment confirmation, the agreement is deemed concluded on the terms of this Offer.
The User may decline the service at any time before acceptance (i.e. before clicking the payment button) without any consequences.
Rights and obligations
The Provider undertakes to grant access to the paid plan immediately upon receipt of payment confirmation from the payment provider.
The User undertakes to provide accurate registration data, not to use the service for unlawful purposes, to observe the Terms of Use and not to interfere with its operation.
The Provider has the right to modify the functionality, limits and pricing of the service with prior notice published on the website and, where appropriate, sent to the User’s email.
Refunds
The procedure and conditions for refunds are governed by the Refund Policy, which forms an integral part of this Offer.
Liability
The Provider is not liable for failures caused by third parties, including the payment provider, telecommunications operators, source platforms or hosting providers. The User’s liability is limited to the amount of the paid subscription.
Personal data
The processing of the User’s personal data is carried out in accordance with the Privacy Policy and the Law of the Kyrgyz Republic “On Personal Information”.
Governing law and disputes
This Offer is governed by the law of the Kyrgyz Republic. Disputes that cannot be resolved through negotiation are referred to the competent court at the location of the Provider.
Validity of the Offer
This Offer enters into force from the date of publication at risio.me/offer and remains in force until withdrawn by the Provider. Any material amendment takes effect no earlier than 10 calendar days after publication of the new version at the same address, where the current version is always available.
